Job Description – Safety Officer 

I. Scope:

This standard shall apply to the Safety Officer of the Vegreville Fire Department.

 

II. Position Summary:

 

Establish minimum qualifications and responsibilities for a Safety Officer at the scene of Emergency and Non-Emergency activities.

 

III. Duties and Responsibilities:

       

The Safety Officer shall:

A.   Report to the Fire Chief.

B.    Assist in the safety aspect of all training programs.

C.   Remain knowledgeable of current industry trends and practices.

D.   Maintaining safety for members, support personnel, bystanders, utilities, etc, while operating at the scene of an emergency situation.

E.    Maintain records of accidents, occupational deaths, injuries, illnesses and exposure and provide analysis and reports to the Fire Chief.

F.    Provide safety bulletins, posters and newsletters to all members.

G.   Act as an additional set of eyes and ears for the Fire Chief and Incident Commander by observing all firefighting and rescue operations for life threatening hazards.

H.   Look for obvious and not-so-obvious hazards that may cause serious injury or death to firefighters and develop plans to correct them.

I.       Advise the Fire Chief and/or Incident Commander of any apparent hazards.

J.      Any member shall have the ability to stop or delay firefighting or rescue operations only in the event that a hazard poses an immediate threat to the life safety of rescuers in said operation.

K.   In the event that an operation has been stopped or delayed by the on scene Safety Officer or any member, it is the responsibility of that member to notify the Fire Chief and/or Incident Commander immediately as to the reason and hazards that caused said operations to be delayed or stopped.

L.    Due to the nature of our emergency responses there is a certain level of inherent risks associated with all emergency operations.  It is the responsibility of the On Scene Safety Officer to ensure the overall safety of rescue personnel without interfering in the firefighting or rescue operations themselves except as noted herein.

M.  Provide other duties as specified in NFPA 1521, Standards for the Fire Safety Officer, or as directed by the Fire Chief.

 

IV. Qualifications:

 

A.   Appointed by the Fire Chief.

B.    Should be a current ranking officer or firefighter with 3 or more years experience, appointed by the Incident Commander as deemed necessary at the start or during any emergency situation.

C.   If not appointed, the Incident Commander assumes these responsibilities.
