Apparatus and Motorized Equipment
I. Scope:
This standard establishes a schedule for the inspection and maintenance of all apparatus and motorized vehicles owned or operated by the department.
It was created to:
A. Ensure that emergency response vehicles are maintained in a constant state of readiness.
B. Implement a preventative maintenance schedule for all motorized vehicles.
C. Establish procedures for the inspection of apparatus, equipment and support vehicles.
II. General:
A. Apparatus and support vehicles shall be:
1. Kept clean at all times.
2. Maintained at a constant state of readiness.
3. Refueled whenever the fuel level drops below ¾ of a tank. Oil and auxiliary fluid reservoirs shall also be kept full at all times.
B. All engine powered equipment shall be kept clean and their fuel tanks and oil and fluid reservoirs shall be refilled whenever the level drops below ¾ of a tank.
III. Inspections:
A. Every vehicle garaged in the station shall be inspected by department personnel once a month or as required. Members performing the inspection shall record their findings on the corresponding apparatus checklist sheets provided.
B. The member performing the inspection shall correct the defects that are found provided that the member has the expertise, tools and supplies to do so. The items that are corrected, or need to be corrected, shall be noted on an Apparatus/Equipment deficiency report which is signed by the member performing the inspection. He shall forward the inspection to his crew officer for approval. The crew officer shall go over the checklist to see if any deficiencies have been noted, and if the checklist has been completed accurately. The report shall then be forwarded to the Fire Services Coordinator.
C. Whenever a defect requires that a vehicle or piece of equipment is to be placed out of service, the Fire Chief shall be notified immediately through the proper Chain of Command. The vehicle or piece of equipment shall be tagged “Out of Service”.
D. Completed checklists shall then be submitted for filing.
IV. Maintenance:
A. Any maintenance required to apparatus owned or operated by the department shall be done by or under the direction of the mechanics at the Town of Vegreville’s Public Works location, or at the Fire Hall if applicable.
B. Only mechanics qualified to supervise or work on fire apparatus will be allowed to do so.
C. If maintenance is required on an apparatus by a Public Works mechanic, a deficiency report is necessary to report the deficiency and what needs to be done to correct the problem and forwarded to the Fire Chief for approval.
V. Annual Maintenance:
A. A Commercial Vehicle Inspection (CVIP) shall be performed on the required apparatus by a qualified mechanic every year.
B. Any apparatus which has a licensed weight under 11,470 kilograms does not require a CVIP.
C. Once the CVIP is completed and any noted deficiencies have been corrected, the CVIP sticker shall be applied to an appropriate location with the appropriate month identified.
D. Qualified mechanics will also perform a Preventative Maintenance check on the apparatus pumps to ensure that there are no deficiencies found.
E. The Town of Vegreville Public Works Department shall keep a record of all maintenance done on Town owned apparatus at the Public Works Office. A copy of the work done shall be forwarded to the Fire Chief for filing.
VI. Other Maintenance:
A. When an apparatus reaches fifteen years from its manufacture date, the apparatus fire pump shall be inspected by a qualified mechanic at a certified facility to ensure the fire pump is in good working order.
B. After the fifteen year fire pump inspection the pump shall be inspected again after five years, by a qualified mechanic at a certified facility.
C. After the five year inspection, the fire pump will be inspected yearly by a qualified mechanic at a certified facility, for the remainder of the pumps service with this department.
VI. Responsibilities:
A. All members are responsible for the care and maintenance of the apparatus owned and operated by the department.
B. All members are responsible to ensure that all equipment is accounted for and emergency ready.
C. All members shall ensure that this guideline is followed.
