Section 603.04
External Assistance
I. Scope:
This standard applies to incidents in which people, other than firefighters, assist in firefighting efforts.
II. General
A. During firefighting effort it may be necessary to accept the offer of assistance from people outside of the emergency response department. Examples of these people may include, but not limited to:
1. Farmers
2. Water Hauling Companies
3. Large equipment operators
4. “Good Samaritans”
B. While these people are a great asset, organization and control must still be maintained.
III. Command
A. The Officer in Command must maintain control of the scene.
B. All firefighting efforts, whether it be direct (fire attack/control), or indirect (tractors, cultivators, water haulers, rehab assistance) must be directed by the Officer in Command of the scene.
C. If safety issues arise during the incident, the Officer in Command must ensure that the operations have stopped and the problem corrected.
D. The Officer in Command must make all possible attempts, to be aware of the location and status of the outside assistance provided at the incident.
E. Any member, at the incident scene, who notices an outside source assisting in firefighting efforts, must inform the Officer in Command of this assistance.
IV. Responsibilities:
It is the responsibility of all members at the scene to ensure that this guideline is followed.
